    How the checker decides

    What counts as confirmed?

    Stable identity, expected channel and account, a terminal published state, a valid provider-original URL, and a visible correct public outcome must all agree.

    Why can a failed run require reconciliation?

    A partial failure, timeout, provider URL, or public mismatch can mean a remote object already exists. Search and reconcile it before another create request.

    What does hold-unknown mean?

    There is not enough stable evidence to choose a safe write action. Preserve what you have, identify the last confirmed boundary, and do not guess.
